There are people outside of Lane Kiffin and family that fly between the two airports.

They are live photos. Like the ones taken with an iphone (I assume android can do it too). It takes a short video and "chooses" the best still frame as the main photo. That's what these are, which is why they are stitched together like that.

Because it literally is a bunch of “Live Photos” from a phone camera that captures a small bit of action surrounding the photo and not an actual video (which I’m not sure why the person creeping on this scene didn’t just take video).
