The youngest quarterback to start and win a Super Bowl is Ben Roethlisberger, who was 23 in Super Bowl 40 when the Steelers defeated the Seahawks, 21-10. Hines Ward was named Super Bowl MVP, but Roethlisberger was the winning quarterback. Big Ben struggled against Seattle, though, completing 9 of 21 passes for 123 yards and two interceptions.
Some of the other most notable Super Bowl-winning QBs didn't get their first victory until later in their career. Here's a list of some of the top quarterbacks and the age when they first won the Super Bowl:
Patrick Mahomes - 24
Tom Brady - 24
Joe Montana - 25
Terry Bradshaw - 26
Troy Aikman - 26
Aaron Rodgers - 27
Eli Manning - 27

Didn't David Woodley start in the Superbowl his second year and was the youngest at that time to ever start? I think he was 24.
