Standard rate for cost-plus rebuild?

I am rebuilding a small house in New Orleans. Essentially, the architectural design is to keep 2 of the four exterior walls and the roof line, and essentially rebuild the rest. The first quote I received was cost+plus 20%. Is 20% the going rate these days? I was expecting something int the 10-12% range.

Yes. 18% in Central TX. I'd imagine New Orleans to be higher if you are in city limits. We ended up acting as the GC for our build to save on that cost. Takes a lot of time and energy though and I wouldn't recommend it for the faint of heart.
