I think they hoped to be getting Mahomes Lite.
The 49ers felt like they had seen the ceiling with Jimmy G and took a shot at going higher.
The exact same reason why I did not like Winston. I felt like playing for a Wlldcard and first round exit was always going to be the ceiling.

These 2 statements are somewhat in conflict with each other. Jameis has a super high ceiling and a low floor

Not really.
The 49ers did not think that Jimmy G could take them to a title. They viewed the Super Bowl run as a fluke.
So they tried to upgrade.
I view Winston like the 49ers viewed Jimmy G. Winston is not the guy to take you far. I don't care to make the playoffs with Winston because it is not building toward anything.
If you get a guy for the future and go to the playoffs you can sell it s gaining experience.
