Citation for too many garbage bags

My son cut the grass yesterday and decided to put the grass trimmings in 8 half-filled garbage bags instead of 4 full ones. Then he piled the bags on the street, though the garbage had been picked up the day before.
Today I had a warning from a city inspector on my fence gate, saying I had violated a city ordinance by having more than 7 bags of trash on the curb for pick up, and would be cited if I did not remedy in 2 days. I was bemused they actually took the time to cite me. I've never seen a city inspector come out in NOLA unless there were multiple complaints over many months. No big deal, I put 4 bags in my garbage bin by the house and took the other 4 off the street. I do think it is ironic they are enforcing this ordinance when they are still only picking up trash once a week.

Because I did not want the trash on the curb yet anyway. No trash pick up until next Tuesday.

Ban them noisy azz blowers. You get a straw broom, and bag them clippings up. Put it in the mulch bed to make garden mud.
There ain’t no way in h that i would put up with them landscapers pulling up at 7:30 am and running that noisy azz blower.
