Why would Ron support Puerto Rico as the 51st state?

Back in 2018 when Ron was in congress: Jenniffer González-Colón files Admission Act to make Puerto Rico a State
Why does Ron want Puerto Rico as the 51st state? What's the reason(s)?

I understand why Democrats want Puerto Rico as the 51st state. It give them 2 additional solid Democrat senators and 2-4 solid Democrat representatives. I just don't understand the motivation of a "conservative" to support this measure.

Admitting PR as a state would NOT be good for the GOP, but it is morally the right thing to do. They have been US citizens for more than a century. Among other things, they serve in the US military. But they cannot vote for President if they live on the island.

I don't know if it's even the right thing to do. Puerto Rico enjoys a lot of the benefits of the U.S. without much of the costs.

A reasonable compromise might be to treat the Territories much like DC. Of course, that would require a Constitutional amendment parallel to the 23rd.
