You could drive metal T- post then tie with aluminum ties or tie wraps taking care to do a neat job.
Get the solid cast metal ones. Not the stamped ones.

Get the outside dimensions of all pipe. Brace bands hold rail ends / cups …Rail ends tie rails to end/corner/ gate posts. Loop caps hold rail on top of line posts. All should be available at Home Depot You can sleeve line posts with larger O.D. post.

Where the cap doesn't hold, Force the cap onto the pipe, drill through the cap and pipe and run a bolt through. Where the cap is missing, drill through the standing pipe and wire-tie the cross pole to the standing pipe.
It won't be pretty but it'll work.
