What is strategy and/or rules for pursuit

I'm trying to understand the speed skating team pursuit. Is there a rule about the skaters staying together? Is it just better because of drafting to stick together and so that is the strategy?

They've got to maintain hand to arse. There's a bonus in time removed if there's sufficient cupping as well.

Seriously though, it's just about drafting. Keeping it tight means less air friction between the three of them.

I’m no expert, but based on what the announced were saying:

Teams used to rotate positions and let different skaters take the front position and expend more energy for bursts before letting another take the lead. The American men studied and practiced various techniques and found that keeping the skaters in the same order with the back two drafting had better results. The new technique was proven to be better and now all teams do it.
