i dont even have webroot as an installed program. i have windows microsoft defender on my laptop for free. it seems to be just fine.
can this be a way for them to get me to get me to purchase a subscription i dont need? its just a basic laptop with insurance websites on it.

It's just SPAM. It's usually McAfee or Norton that get used as the fake program you don't even have installed. A lot of times, they're include a fake invoice with eye watering dollar amounts saying threatening stuff like, "Your subscription has successfully renewed at $439," or similar, trying to get you to panic and click.
