Can you still nagivate through the closed areas and go to blue water for fishing?

Your talking over 70- 80 miles out.
And any boat that would go that far I would not want running threw oil to get there. But just go west out of Grand Isle and no problem.

However I saw a small patch of oil sheen 7 miles out of Grand Isle yesterday. Not sure where it was from

Yes, You can go through the closure areas. I wouldn't run the boat through any noticable oil though. I've read where the tuna fishing is still on fire. Good Luck!
