NCAA vs Conferences

Does the NCAA have the power to regulate conferences? It seems like if they can tell a conference whether or not they can have a championship game and regulate other forms of postseason play, they could also put a hard cap on the number of teams each conference can have. Even if they can't do it directly, they might have the ability to ban postseason play for any conference over 12 teams or some other roundabout method like that.
The reason I'm saying all this is because I looked at the current NCAA Board of Directors list. Only 6/18 are from BCS conferences and only four who would probably favor expansion (Texas Tech and USF would not). If they had the ability to stop the expansions beyond 12 and their schools would lose revenue and access as a result, why wouldn't they take action?

The thing that you have to remember is that the NCAA is a voluntary group of Universities. No school has to follow their rules or participate if they don't want to. Hell, if a school decided that their players deserved some extra benifits nobody could really stop them. Just good luck finding games if you decide to play by a different set of rules than everyone else. That little tidbit also cuts both ways, the smaller schools have to play ball with the real powers also if they want to stay in the game. There has and always will be a whole lot less "haves" than "have nots". The thing is, the real power lies with the big boys and if the little guys ever got fed up to the point where they revolt and actually piss off all the "bigs". Those bigs would all just leave that voluntary group together and form another group that fits their needs. And you can bet that everyone left back would fight tooth and nail to get out of the NCAA into the Bigboy league where the real money is. Kind of like what we have today with AQ and nonAQ's only it would be alot worse for the small guys if they forced the Bigs to split.
The NCAA can punish one school, they can even make rules to piss off a few big schools at the same time, but they can't piss off all of the real players at the same time because they will just take their ball and go play somewhere where they just have to fight each other instead of having to worry about the scrubs too. If the big conferences all decide that it is in their best interest to expand. I seriously doubt that NCAA will try to stop it.

But it seems like half of the BCS conference schools would also back this move: 3-4 from the Pac-12, all of the remaining Big 12, all of the Big East, most of the ACC. The 20-30 schools who really want this done would have to know that going off on their own would mean a lot less money.

Just wait until these 4 super conferences are formed and you'll see just how powerful the NCAA really is.....
