The Yellow Card Rule

How in the frick does 2 yellow cards through 4 games warrant a suspension? Am I missing something? How does that make sense?
With no replay system in place, you see so many dumbass, arbitrary yellows get called that can't be overturned. They're ruining tournaments with this bullshite.

It should be by each stage,
Group Stage- 2 and done
Knockout Stage- 2 and done
Final- 2 and done
