Removing crepe myrtle stump

Cut down a crepe myrtle to the stump a few months ago. Originally drilled the stump and filled with brush killer. But still get new offshoots every now and then. Finally getting around to removing the stump and filling the hole with top soil. What's the best way to remove it and ensure there's no new growth?

It’s almost impossible to kill. Removed 4 at a previous house and I had shoots growing up in the yard anywhere a small piece of mulched wood remained.

Excavate the top layer of soil around the stump. Fill in with cement....
I took 3 dead ones out of a neighbor’s garbage. Left them in my yard with rain water and nothing else...they’re now zombie trees.
