Major League Soccer and Liga MX announced that the tournament field will double in 2020 from 8 participating clubs to 16, evenly split between the two leagues.
2020 Leagues Cup qualification
Excluding MLS clubs playing in the 2020 Scotiabank Concacaf Champions League, the eight clubs from MLS will be comprised of:
-Top four teams in the 2019 Eastern Conference standings NOT already qualified to 2020 Concacaf Champions League;
-Top four teams in the 2019 Western Conference standings NOT already qualified to 2020 Concacaf Champions League.
The eight-team contingent from Liga MX in 2020 will include:
-2019 Apertura champion;
-2020 Clausura champion;
-2019-20 Copa MX champion;
-Top five teams in combined Apertura 2019-Clausura 2020 standings NOT already qualified for Leagues Cup.

Yeah, the first edition starts next week. It'll be MLS backups and reserves against Liga MX teams in preseason, so not exactly ideal timing. But I expect they'll make some tweaks for the future.
Rumor is it'll be 32 teams in 2021. I have mixed feelings about this, but it's inevitable that Liga MX and MLS are looking to cooperate and grow together, while still competing with each other. Both leagues have been very open about this, and it's only gonna keep developing.
This new tournament is basically the result of CONCACAF refusing to invest in the CONCACAF Champions League. It's a joke that the CCL champions get the same prize money as in Oceania, where all the teams are semi-pro. That's all because the Caribbean FAs are the ones that actually control CONCACAF, and they want the majority of the CONCACAF gravy train to be directed back to their national teams instead of investing in making CCL better.

I like that it's expanding, I just wish Mexico was only using teams that didn't qualify for CCL.
