Can a player adjust a roster accordingly to lose a game to shoot for first pick next year

I mean teams tank for Tua all the time!

It's pretty simple, if your league gives the #1 pick to the last team then there should be a clear incentive for teams NOT to tank down the stretch. For obvious reasons.
