Could the 1846 decision to give Virginia back 39 sq. mi. affect this election?

Washington, DC used to consist of 100 sq. miles both in Virginia and Maryland. However, in 1846, the area south of the Potomac River went back to Virginia and is now Arlington County.
Had that stayed with DC, DC would probably have about 4 electoral votes now. And Virginia would have one less. But undoubtedly, it would allow Virginia to go mostly Republican as opposed to being a toss up state now.
