The Ravens pass catchers get 20 or 0 every week. And it’s always someone different.

That's not what I got out of the article I read on SI.com:

The officer who made the stop called his supervisor because he was concerned that stop would get media attention. The supervisor was a Lions fan and recognized Williams. There was no arrest.
The investigation is whether the police gave Williams special treatment because he is a Detroit Lion.
I have Williams on my team, just sitting there during his suspension, taking up space. This new incident is another example of poor judgment. That said, if he gets back on the field and starts contributing, I'll start him. There are no morals clauses in fantasy players' contracts.
