Is Larry Fitz worth me using #1 waiver?

10-team PPR
His numbers have dwindled since the start of the season. Not sure if his age is starting to show or if it's due to Kirk being out. Kirk is returning soon which could free him up more.
3 WR starting spots
My WRs:
Diggs
DJ Moore
Golden Tate
Mike Williams
Is Fitz enough of an upgrade to burn the #1 waiver and drop one? (Would lean Williams if so)
Forgot to mention:
4-3 record
League divided into two divisions. Top 2 from each division make playoffs. 4 teams with 4-3 records so 4-way tie for 1st in the division.

Fitz is WR27 in PPR. How he’s not on a roster is beyond me.

He was recently dropped to make room on someone's roster for AJ Green coming off IR.
