You are thinking of Garce's...a block away from Union actually....I ate there a few times at Jesuit before....very good Cubans. They did not re-open there after Katrina...however, they had a place on Williams for a while, but that is no longer as well.
The best cuban now is either Liborio's, Union or the place on the westbank with oxtail soup. I am blanking on the name yet again.
ETA: Christy's Po Boys...It's at 1102 Stumpf Blvd., across the expressway from Home Depot, near the fabric store.
