Why would you have to find your ball to treat it like a hazard? Seems like a strange condition

If you couldn't find your ball, it was a lost ball and you went back to the tee. If you found your ball, you could play it from there, drop within 2 club lengths, or go back in line from the pin, ie Spieth.
