The issue is that the Tour has already “borrowed” against the future years of their TV deal and if they don’t have a certain percentage of top ranked players in the OWGR they would have to pay back that money.

Wait, I thought all you guys said they just found all this money lying around. You said they have been keeping all this money that should go to the players. It was in Monohan's mattress is what I was told.
However, that was not the reason.
