I can not speak to what the vast majority of Americans should or should not be doing but it is certainly not rocket science and any reasonable handy person is well capable of doing it.

Also the guy charging 15 is licensed? Has wc and bonded if the house burns down due to faulty electrical work. Your home insurer is going to love you.
