Really the south has more "Talent" then the North? Here is a list of Heisman winners from each state.
Ohio & PA are right up there as far as any state in the country for football.
California 14
Ohio 9
Pennsylvania 7
Texas 6
Oklahoma 4
Georgia 3
Minnesota 3
Florida 3
Alabama 2
Mass 2
Indiana 2
New Jersey 2
Missouri 2
Michigan 2
Iowa 2
Nebraska 2
Wisconsin 1
Illinois 1
S.Carolina 1
Kentucky 1
Louisiana 1
Mississippi 1
Maryland 1
New York 1
Kansas 1

Yeah. They do. I don't feel like searching, but this has been covered extensively on here and elsewhere. There is a map showing DI players and NFL players as well as a per capita listing of population per pro athlete. The "South" holds like 13 of the top 15 spots.
Besides, Heisman winners is an exceedingly poor stat for insight into a state's overall population of notable athletes; aside from there only being one each year, it's a subjective award typically going to the most well known player on the most successful team.
eta: Oh wtf, it's not like I'm doing anything anyway.
Here is the map of NFL player's highschools:
