Granted Texas beat OK so they should be ranked above OK
Tech beat Texas so Tech should be ranked ahead of Texas,
OK beat Tech so OK should be ahead of Tech,
And the circle continues.
Honestly, the best way to tie break these teams is to take all of their common opponents and the team with the highest combined victory margin should win the tie break. That is how they break ties in the NFL.
Unfortunately they will decide the tie break with poll votes.
