IMO:
There was no launch, dropping of the head, etc. The defensive guy wasn’t even looking at the wr. He was trying to make a play on the ball. Their faces hit each other more than any sinister or super violent intent to hit the defenseless player. I’m glad they didn’t uphold that. He didn’t “target” anywhere illegally. He ran into the defenseless guys head area. Close to incidental contact to head area of a defenseless player than targeting a defenseless player in an illegal area. Just my view of it.
