Of course they can. There's nothing a team can do if a ref wants to steal a game. No matter what play you make, all he has to do is drop a flag and it didn't happen. Sure, you can outplay an opponent so badly that you force the refs to be obvious and blatant about stealing the game from you (like we did against Auburn in 2006), but that never stopped SEC refs in the past, so no reason it would now.
