NOPSI just opened within the last couple of months. There is a solid restaurant on the first floor called Public Service, and the rooftop bar has a pool open to the public.
Troubadour opened shortly before NOPSI, and its rooftop boasts an extraordinary view of the city from the vantage point of Loyola Avenue (right in the middle of the tailgate scene).
If you're into craft cocktails, Catahoula is a great place. The bartenders are really talented and they have a huge menu of original drinks. It's one drawback is that the bar area is small, so it can get pretty crowded around there.

That's definitely my favorite of all the rooftop bars. The view is hard to beat:
The only reason that I didn't mention it in my first post was because it's not in the CBD (although, it's not that far).

Royal Orleans has a great rooftop bar. Tell the front desk you're a local and you can go up there.
