even if you close after april 15th
the feds have stated that you will be allowed to claim the credit for the year 2008.
You can amend your return any time, even 5 years from now.
Whats the CE stand for?

I've read that link and I don't see where you are getting that information from. Maybe I just read it differently, what are you seeing?

since this is a credit and not a rebate, does this mean i get all the money back i paid in taxes? i paid $5700 to the feds, got back $3700. do i get the remaining 2 grand? this thing confuses me

If you buy in 2009 and the bill passes, You would be able to get the $2000 plus make sure you have zero liability in 2009 to the extent your liability is below 13000 (15,000-2000)

Another site in case it might help anyone.
LINK
I didn't know you could ammend previous returns. This would help on this because it doesn't go into effect until the next tax year. (2010 if filed in 09)
