In this case the narrative is far more important than reality to attract capital. We are in the first innings of a global energy shortage. There is no freaking way the numbers work out for mining given that and the cost of capital being 4-500% higher than just a few years ago.

ETA Not to mention property rights in these countries do not conform to Western values
