Virginia Tech comes to mind. They have six AP Top 10 finishes since 1995.

Kansas State under Bill Snyder was also very formidable during the mid to late 90s. They had six AP Top 10 finishes from 1995 to 2002.

West Virginia had three straight top ten finishes from 2005-2007.

Oregon has to be included too. They finished #4 in 2011, #3 in 2010, #11 in 2009, #10 in 2008, #2 in 2001, and #7 in 2000.

UCLA finished 1997 ranked #5 and 1998 ranked #8.

Texas A&M has five top ten finishes since 1980.

If you're really counting the 80's and early 90's and not front-loading this analysis by including Oregon or Boise State or even VaTech (these past 15 years their heyday)

Iowa - 15 Top 25 finishes since 1980; 6 Top 10 finishes...and they've never really sniffed the title which is hard to believe...that they haven't had one Luckeye year.
