Yes, if a quarterback throws a forward pass that does not cross the line of scrimmage while they are outside the pocket, it is considered intentional grounding and will be penalized as such; essentially, if the ball doesn't go past the line of scrimmage, it is grounding even if no receiver is near it.

This is what google says. So apparently being outside the pocket matters.
