Yes- used to be you offer a kid 25 percent scholarship (minimum allowable) and either the family would have to accumulate substantial debt or you find a family who can pay the tuition and expenses. That severely limited Rice's depth. Now, just find a kid who qualifies for need based, offer 25% and he gets a full. This is not just for athletics. Any student who qualifies gets this. The Rice enrollment numbers went through the roof when this was announced.
