Ok. We're splitting hairs here, so I'll concede that it's possible to get soil based golf courses as firm as sand based courses.
In any case, to be a true links course, it needs to be build on sand, not soil/earth/dirt and maintained in a manner that allows shots that run along the ground.

Maybe so, but it's almost always about maintenance over soil type. Soil type plays a large role in maintenance, obviously.
Are you maintaining with the goal of healthy turf? Or are you looking to achieve certain playing conditions? Or somewhere in between?
Many courses with members demanding fast and firm playing conditions will sacrifice a bit of turf health and color to achieve those results.
Under wet conditions, sand will be faster, no doubt. But probably still not very fast and firm compared to any soil type in dry conditions. The Open last year had perfect conditions for fast and firm play.
