I'm gonna go ahead and guess that Shaq most likely didn't know anything about the reality of this guy's situation. If you look at the picture the poor guy posted, it looks like a joke or maybe a crackhead or something like that. He actually looks a little like Shaq when they're interviewing him. Shaq probably thought it was a fake or doctored pic or again, a crackhead...
I would imagine Shaq will reach out to the guy if he realizes what the reality is.

In the picture Shaq posted it's not as easy to tell, but he should of known better. Shaq is like a kid it seems he doesn't think some things through and realize the consequences, but I know some people who know him personally that say he is a super nice guy with a huge heart.

If you look at the original photo that shaq made fun of it kind of just looks like he's ugly or unkempt. Or I could understand someone making that mistake, at least.
Not saying what shaq did is right by any means, especially now knowing that the guy was born with some really terrible disabilities. All I'm trying to do is point how absurd it to compare this to Sterling's comments or that situation.
