Didn't read the thread but the correct answer is really when he starts to shave
Always heard growing up that once you get to 13 you should be good to go but completely false

I think if the movement comes from the grip and having it just roll off the fingers there is no major risk with it. Its when you start snapping your wrist and getting your elbow away from your body that you see the most trouble. Also, like a couple of people have already said, it depends on the amount you throw. If 8-10 of the 60 pitches a kid throws are curve balls, I don't think there is a big problem with it. To give an age I would say 11 or 12.
