In the same general era, I also would include Carol Reed and Elia Kazan. Jacques Tourneur and Anthony Mann, though both of them have some serious stinkers.
Some (mostly) non-English filmmakers Francois Truffaut, Wong Kar-Wai, Hayao Miyazaki, and kenji Mizoguchi.
For docs, I don't think any of Errol Morris, Frederick Wiseman, or less Blank has ever made a bad film (that I've seen).
My modern picks would be Bong Joon-ho and Kiyoshi Kurosawa. I will not be telling you that K. Kurosawa has not made a bad film. He definitely has. The highs are real high, though.
