The Dude's car is directly across the street from the 'vette when Walter smashes back glass and window, but gone once Walter turns on headlights...re-appears when the owner comes out and attacks it.
From about 1:20 mark and on...turn volume down or NSFW, obviously.

I was referring to the vette itself. Walter smashes out the headlights, then there is a shot of the vette after that shows the headlights are down. The next view the lights are back up again. Never noticed the other thing.

I didn't think that was an editing mistake, I thought he was just sort of stuttering. IIRC, he says "necessary means", then moves the Dude's hand away from the shoe, then quickly says it again.

People are stressed with worries of the future, the job, the family, financial, etc. He's the guy they wish they could be (even if it's for a short time)....living in the NOW without concern for those issues. He's behind on the rent; no big deal. Instead of a job, it's where can he get a White Russian and another joint and bowl with his friends. The Dude Abides.
