I was wondering that too, I'm assuming that at some point Hannah saw "A"'s face but they didn't show it.
But for Mona to be "A" she would have had to leave her party early to see aria and Ezra in the woods, and run over Hannah. It could be that the person driving the car wasn't "A" and Mona was watching from the party and texted the girls right after it happened. And it could be two or more people working together

was the car that ran over hannah the same color and style as hannah's mom car? i know thats far fetched, but.....what if mona and hannah's mom are teamed up to frick with the girls?

I've always thought it was more than one person, and I really think Mona is one of them. But how does she know all the secrets? Aria and Mr. Fitz happened after Allison died, so it's not like something Allison could have told anyone...

allison, emily, aria, hannah, and spencer are best friends
allison goes missing the night they all have a slumber party
a year later, allison's body is found and a murder investigation begins
the remaining 4 girls begin to all receive texts threatening to expose their secrets and all the texts are signed "A"
aria's secrets are - she is hooking up with her english teacher and she knew about her dad having an affair and didn't tell her mom
hannah's secrets are - she used to be fat and no one knows how she is got thinner, some accuse her of liposuction. she also is a shoplifter
emily's secrets are - she is a lesbian or at least bi and she is hooking up with her neighbor, miya(who lives in allison's old house and that is where the body was found hidden near some cement)
spencer's secrets are - she has hooked up with her older sister, melissa's, boyfriends before
other characters:
mona - used to be fat and unpopular with hannah; allison used to always make fun of her and give her shite
toby - creepy guy who was hooking up with his step-sister, jenna
jenna - became blind when allison and the other girls thew some fireworks in a shed where jenna was, they thought toby was in there, not jenna
hannah's mom - slut who hooked up with a police officer to get hannah off the hook from her shoplifting; also just stole tons of money from some old lady's safety deposit box because her house is about to get foreclosed
mr fitz - the english teacher who aria is hooking up with
melissa - spencer's older sister
ian - melissa's ex-boyfriend who was introduced to the show for the first time at allison's funeral; we also found out in the season finale that him and allison were hooking up
