Rick may feel he's doing Carol a favor by cutting her loose. Sooner or later, Tyreese was going to find out and somebody was going to die.

I keep thinking Carol is going to run into the gorvernor. I hope she doesn't team up with him out of desperation to get the girls back.

There's a difference in Carol's actions and the others mentioned in the thread - she had every opportunity to bring this decision to the group and discuss this action.
The other questionable actions have mostly had a moment-of-truth which meant that not acting would have permanent consequence. Carol didn't even attempt to bring this to the council when she had ample opportunity.

Hijack Warning:
Daryl bucking up to the guy packing booze instead of meds was brilliant. What fantastic acting. When he got in his face, and started bumping into him, all I could think of is "man, he has gotten into this character's skin!" Just a small but brilliant moment from someone who clearly gets their role.
