Lots of countries have cities below sea level. They are strategic locations in most places, like New Orleans. Most countries choose to spend money to protect those cities.......oh yeah, you are a complete moron.

I've been serving as a consultant to a woman who is writing a screenplay set in the Katrina aftermath, set in NO and Lafayette. The original story was, IMO, pretty stupid, but she's worked out the kinks and I think it might get made within a year or two.

But the subject matter is far from a "summer blockbuster." I don't think you could do that with a Katrina story, and why the hell would you want to?
