If its for a "hobby" as in filming and documenting a hobby I'd say go for it (skateboarding/biking/whatever) but if its just youtube garbage type commentary stuff you may wanna keep a firm eye on it because youtube is filled with a lot of garbage. But back in the early days of youtube I was really into skateboarding and we always made little videos and what not, as did other kids from across La and I'm still close with many of them today so its not necessarily a bad thing. But using that as an example, we were just using regular cameras (Sony vx1000/2100, fisheye lens, and final cut or adobe to edit). Although everything is hd now and I know a lot of people use dslr's as a cheaper alternative. (Still a major following for the VX though for "purists"). anyway I hope that helps, sort of not directly on point but basically if it's for something creative I'd say get him a camera and let him have access to some sort of editing software (even iMovie can be a good way to learn). If its just for goofy kid videos, he can do that with his phone, assuming he has a smart phone).

Nikon is not the way to go
If you want to go the compact camera route - go Sony or Canon (depending on lenses obviously)
And just starting out - he doesn't need to be dropping that much money overall.
