I was down there yesterday evening and had a blast.
Parking downtown is free on the weekends unless you choose to park in one of the garages by the River Center.
Chances are, you can probably find some easy street parking if you are willing to walk a few blocks to the festival. I usually like to park on Europe Street, right across from the Belle of Baton Rouge Casino. It's less than a half-mile walk and it's a pretty safe area.
We saw a number of people with chairs set up yesterday. The early afternoon crowds should be more laid back so I don't see a problem with you plopping down in a chair near the Foundation Stage (headliners). However, a number of people just had picnic blankets and were sitting down on the ground. With the elevation of the hill, it's pretty easy to see everything.
Be sure to check out all of the food vendors down there because they had some pretty enticing options yesterday. All of it was "fair food" but with a south Louisiana twist.
Take some time to walk around and marvel at how nice the downtown area has become in the last decade. But most importantly, enjoy yourself and have a good time.

It's a great venue for 4 stages. Can't help to think about a fest with music I liked more.
