Whoever decided that defensive holding should only be a 5 yard penalty but automatic first down needs to explain their dumb self

It should at least depend on situation. If hold is beyond first down, first down. If it isn't, spot foul or something. 3rd and 30 defensive hold 4 yards down field shouldn't be a 1st
