There's always the nuclear option-strike. But it would take a LOT for them to go that route. Short of that, I don't know what they can do.
edt: I don't see a strike happening, just saying thats the PA's main weapon.

The saints have known for weeks who and what the suspensions are. The public announcement hold up is the NFLPA. The league sent the names and suspensions to the union before announcing them so the union could evaluate and mount a defense.
