Google isn't adding a parenthesis.
9 - 3 ÷ 1 ÷ 3 + 1
Dividing first left to right:
3/1 = 3
3/3 = 1
Now we have 9 - 1 + 1 = 9
ETA: of course I'd typically read 1/3 as a fraction and end up with 1, but I'm taking it as it is written.

I'm reading it as the calculator would. I added an edit explaining how you'd typically read it as 1/3. Which of course would leave you with 9 - 9 + 1 = 1
