What exactly constitutes an act of terrorism? Would this event fall under the jurisdiction of the Federal judiciary? Were laws broken? What is the penalty for the criminals that invaded a place of worship? Why are these people not arrested and awaiting sentencing?

Violence is a key component. If they had set off a bomb or shot some folks this could easily have been determined to be a terrorist act.

Ellison is one of those guys who thinks the name of a law like Affordable Healthcare or Inflation Reduction is not only an accurate representation of the law but the only take on a law. There are civil remedies listed as well but add too many characters to post. A terrorist act is not explicitly required in the law, but there are some similarities in the terminology used in the FACE Act.

(b) Penalties.—Whoever violates this section shall—
(1) in the case of a first offense, be fined in accordance with this title, or imprisoned not more than one year, or both; and
(2) in the case of a second or subsequent offense after a prior conviction under this section, be fined in accordance with this title, or imprisoned not more than 3 years, or both;
except that for an offense involving exclusively a nonviolent physical obstruction, the fine shall be not more than $10,000 and the length of imprisonment shall be not more than six months, or both, for the first offense; and the fine shall, notwithstanding section 3571, be not more than $25,000 and the length of imprisonment shall be not more than 18 months, or both, for a subsequent offense; and except that if bodily injury results, the length of imprisonment shall be not more than 10 years, and if death results, it shall be for any term of years or for life…

Federal Law 18 U.S. Code § 2331 - Definitions (there are also specific sections on harboring, providing material support, or financing terrorist or terrorism)

Those who went into the church may not specifically be considered committing a domestic act of terrorism for their church actions alone as I am not sure if acts dangerous to human life occurred, but their actions break the federal FACE Act law quoted above (especially with how the law has been used against pro-life demonstrators).
The mob wokesters have committed numerous acts of domestic terrorism including driving cars at people/officers, and 2 or 3 people who went into the church are very likely providing material support to them. That is a different investigation than the one for violating the FACE Act.

At least they aren’t driving cars at law enforcement, obstructing them, disrupting church services to intimidate the church members, and so on, but it’s still such an empty gesture.

This is another example of the state of Minnesota today. An elected state representative who is a man pretending to be a woman calling on more church takeovers and obstruction/insurrection.
