3. It’s clear that they are trying to minimize the right of way and disruption required for the interchange. There are existing businesses on the opposite side of the service road where LA415 would tie into LA1. By making the interchange fit within the space between LA1 and the service road, they can avoid quite a bit of headache. They don’t have to secure additional right of way. They don’t have to build a big flyover looping over the service road. They don’t have to tear up businesses’ parking lots. They don’t have to deal with all of the utilities on the business side of the service road.
The west side of LA1 presents an even bigger issue - the railroad track running parallel, 50 feet away.
3. Regardless, like I said, it’s an interchange. You know where else you have to make a 90 degree turn on LA415? I-10. There are diamond interchanges all over the place with far more traffic than this one, most of them with (gasp) stoplights.
