The city council guy was just responding to a call and following protocol. He didn't make the complaint. And he read them the relevant law.

Depends on where you are. I worked in Kern County and they had days were you couldn't burn anything because of the smog that rolled in from up north. Some days I couldn't even see the mountains. The distance was from the new Capitol to the new bridge.
