George was and always will be the third-best writer in the Beatles. And that's not a knock on George by any means...it's just a tip of the cap to arguably the greatest songwriting duo of all time. George even has admitted that he was behind L/M because they started writing seriously years before he did, so they were able to get their bad songs out of the way while he was still finding his legs.
I think this is a more apt statement:

George's best is comparable to L/M's best for sure. The difference is that his best was few and far between at the time, whereas L/M's best were staggeringly large in number. They just wrote and put out an incredible amount of great songs in a very short period of time.

I don't think that's true as much as the heroin and Paul's overbearingness were the main reason. Per the Get Back documentary, John and Paul even talked about splitting the album songs 4/4/4 for themselves and George and then Ringo could contribute one or two if he wanted. And the reason All Things Must Pass was such a hit was because it was George finally releasing his backlog of songs he had written for years to that point.
It's my opinion also that George was the "cool choice" as Beatle favorite for a lot of people. So IMO that is why he is propped up (along with his songwriting) by so many people. Like I said, his highest highs are lock-step with their best work, but when you step back and look at his contributions as a whole, it just pales in comparison to L/M. Which again isn't a knock on George at all really.
