I am not reading this whole thread, but after watching the video I think that both of those cops are lucky their lack of actions to control the situation didn't result in their death, injury, or the escape of their prisoner.
Sure, the female appeared "nice", but in my opinion it could have cost her a lot.
The advancing hostile crowd that repeatedly made threats against her was not lawful and would have undoubtably been charged with
interfering with an officer locally.

Agreed. The fact that she didn't draw her sidearm was a very irresponsible decision that could have cost her and her partner their lives. She is VERY lucky.

Very bad police tactics, this is the crap that can get officers hurt or killed. They would have been put in jail if they did that where I worked. If you interfere with a arrest or investigation you will be arrested. These definitely interfered and made several threats of violence
